Volodymir Zelensky, who was elected in 2019, but

an intensification of the conflict in eastern Ukraine.
Politically, things look bad for President Zelensky's
party "Servant of the People". According to polls, it
is only in third place in voter favor. In first place
is the Russia-friendly "Opposition Platform for Life".
This was determined by the "Ukrainian Sociological
Group" at the beginning of February.
So how does Zelensky react to the poll results? He
appears as a hardliner, stages criminal investigations
against Russia-friendly politicians, has three
Russia-friendly television channels switched off and
has military equipment brought to the contact line
with the "People's Republics". This transformation
from dove to hawk is not new for Ukraine. Zelensky's
predecessor – Petro Poroshenko – also won the
presidential elections in May 2014 with the promise
that he would end the war.
No more private flights to Moscow
Leading politicians of the "Opposition Platform – For
Life" are hit hard. On January 29, Ukraine's Security
Council banned Moldovan airline JET4U S.R.L. and
Portuguese airline JET4U LDA from continuing to manage
the private planes of two Russia-friendly politicians
and businessmen. The private planes of the chairman of
the "Opposition Platform", Viktor Medvedchuk, and
Taras Kozak, the owner of the three television
channels that were switched off at the beginning of
February, are affected.
The private planes of the two politicians have been
the only airlift between Ukraine and Russia in recent
years. After the start of the war in eastern Ukraine,
Kiev closed Ukrainian airspace to passenger flights to
and from Russia.
Medvedchuk has been an important mediator between
Ukraine and Russia since the beginning of the war in
Donbass when it came to the exchange of prisoners
between Russia, the People's Republics and Ukraine.
Medvedchuk also tried to get economic relations
between Russia and Ukraine back on track, but without
success.
Investigations into "support for the People's
Republics"
The Ukrainian secret service SBU stated that it had
started investigations against the head of the
opposition platform, Viktor Medvedchuk, and that his
accounts had been frozen. The reason: The chairman of
the opposition bloc is allegedly involved in the
illegal trade in coal from the "Lugansk People's
Republic" and Ukraine. According to the Ukrainian
intelligence service, the Russia-friendly politician
is financing the 'terrorist activities' of the
'Luhansk People's Republic' with this trade.
Medvedchuk, an educated lawyer, who worked as a lawyer
during the Soviet Union and headed the Ukrainian
presidential administration under President Kuchma from
2002 to 2005, has always advocated dialogue with Russia.
This was also expressed in his personal relationships.
In 2004, Vladimir Putin became the godfather of his
younger daughter Daria.
Semi-official diplomacy between Ukraine and Russia –
as practiced by politicians like Medvedchuk – is to be
punishable in the future, according to President
Zelensky's will. Already in the fall, Zelensky's
"Servant of the People" party introduced a law in the
Rada, according to which Ukrainian politicians and
officials who speak without a government mandate with
representatives of the Russian state, with
representatives of Crimea or the representatives of

their profession for five years.
Shutting down TV channels [and
agitation against their journalists]
President Zelensky is not only taking action against
Russia-friendly politicians. He wants to eradicate any
Russia-friendliness in Ukraine. On February 2, the
Ukrainian president had the opposition television
channels NewsOne, ZIK and 112 switched off. The
reason: The three channels were engaged in pro-Russian
propaganda.
The Ukrainian ultranationalists praise Zelensky's new
course and put him at the top. After the closure of
the three TV channels, the 25-year-old Ukrainian
ultranationalist Sergei Sternenko published the
personal data and addresses of 177 former employees of
the three TV channels. Sternenko explained that it was
necessary to prevent these journalists from seeping
into "normal media" after their release.
A short time later, however, Sternenko himself was
caught by the arm of justice, but in a different
matter. The Primorsk court in Odessa sentenced the
ultranationalist to seven years in prison for
kidnapping and torturing a local deputy. As a result,
2000 nationalists took to the streets in Kiev. They
demanded the release of Sternenko and fought a street
battle with the police. It is conceivable that the
Ukrainian judiciary will mitigate the sentence against
Sternenko on appeal.
How Zelensky deceived his voters
Several correspondents from major German media outlets
expressed skepticism about Zelensky during the
Ukrainian presidential election in 2019. Behind the
reservation was apparently the fear that Zelensky
could cave in to Russia and soften the hard line of
his predecessor Petro Poroshenko towards the big
neighbor.
There was reason for this skepticism: During the
election campaign, Zelensky described peace in eastern
Ukraine as his most important goal. Zelensky also left
open whether the language law criticized by the
Russian-speaking minority in Ukraine, which makes
Ukrainian the only official language in the public
sphere, will come into force. The Language Act came
into force
As for peace in eastern Ukraine, Zelensky initially
took a hopeful step. In some sections of the front in
eastern Ukraine, troop withdrawals took place, with
both sides pulling back one kilometer. But now it
turns out that Zelensky deceived the voters. To win
the 2019 elections, he had to make concessions to the
war-weariness in the country. But now Zelensky is
shifting from dove to hawk. The Ukrainian army is
again increasingly shelling villages in the people's
republics. In the first week of March alone, the
Luhansk People's Police reported 12 shellings. In
February, the two people's republics of Luhansk and
Donetsk were shelled 139 times. That a larger conflict
is imminent is also evident from the fact that a law
is in the works in Ukraine that would allow the
mobilization of reservists within 24 hours.
Escalation in Eastern Ukraine
It is futile to speculate about what drives Zelensky
to his hardline stance: Ukrainian military personnel
hoping for more Western military aid, forces within
NATO wanting to involve Russia in a conflict with
Ukraine, or seasoned political strategists aiming to
distract from social problems in Ukraine with a
warlike escalation. The result is the same in any
case: the destruction of residential buildings as well
as injuries and deaths of civilians.
Although there has not yet been a personal meeting
between Zelensky and President Biden following the
latter's election, all indications suggest that the
United States is interested in a strategy of military
tension in Ukraine.
For the USA and the EU, the only problem in Ukraine
seems to be that the country does not operate
efficiently economically and is still dominated by
corruption. Thus, they demand strict control or even
the removal of the oligarchs. However, these demands
primarily serve to make Ukraine open for Western
companies. According to past experience, it is
unlikely that Zelensky will comply with the West's
demands regarding anti-corruption measures.

promised to reform Ukraine. Yet, the judiciary still
barely troubles corrupt entrepreneurs like Rinat
Akhmetov. They can sleep peacefully.

The detectives of Ukraine's Anti-Corruption Bureau
(NABU) were shocked when they learned of a
prosecutor's decision. For three years, investigators
had gathered material on a suspected massive scandal:
according to their research, DTEK, a coal and energy
holding company owned by Ukrainian oligarch Rinat
Akhmetov, had devised a coal trading formula in
illegal collusion with state regulators, which harmed
Ukrainian consumers from 2016 to 2019 by the
equivalent of 1.4 billion dollars. Although DTEK
denied all allegations, internal emails and documents
that the detectives provided to the Kyiv Post painted
an incriminating picture.

Witalij Ponomarenko beendete überraschend alle

But in August 2020, all of this suddenly seemed no
longer important. Prosecutor Vitaliy Ponomarenko
unexpectedly ended all investigations against
officials and the company Achmetov, who, with an
estimated fortune of $7.6 billion, is the richest man
in Ukraine. Since then, it has gone back and forth: In
October, the new High Anti-Corruption Court ordered
the prosecutor to resume the investigations, but he
stopped working on the case again on January 21. A
decision that was itself annulled as unlawful. That
serious investigations are now taking place: rather
unlikely.

Macht der Oligarchen seit Jahrzehnten fast alle

The approach in the DTEK-Akhmetov case is just one
example of the fact that Ukrainian oligarchs are still
beyond the reach of the judiciary. The
oligarchs—besides Akhmetov, they include Ihor
Kolomoisky, Viktor Pinchuk, Dmytro Firtash, Serhiy
Lyovochkin, and former President Petro
Poroshenko—control large parts of the economy and,
through their own channels, 70 percent of the
opinion-shaping television market. According to a
voting analysis by the investigative service Bihus,
around 100 members of parliament represent Akhmetov's
interests. About 70 deputies vote in line with
Kolomoisky, according to Bihus research. Critics argue
that for decades the power of the oligarchs has
prevented almost all major reforms in the country.

the beginning of Volodymyr Zelensky's presidency in
2019, believed in a new start for Ukraine. Werlanov
became head of the tax service in the reformer cabinet
of Prime Minister Oleksiy Honcharuk, a centralized
authority that rivals the Ministry of Finance in
importance. The reformers had tried in vain to change
the corrupt system that worked for the benefit of the
oligarchs, Werlanov described at the end of February
in the influential Ukraine information service of the
Washington-based Atlantic Council.

The oligarchs exerted their influence through "corrupt
parliamentarians, government members, judicial
officers, and judges." "Entire groups of high-ranking
officials receive illegal income for their cooperation
with the oligarchs." At the beginning of March 2020,
Zelensky fired the Honcharuk government, reportedly
also following complaints from the oligarch
Kolomoisky. Since then, former reformer Werlanow has
seen no will from Zelensky to dismantle the corrupt
system. Instead, the president has even rolled back
reforms and, for example, abolished open competitions
for government positions. "In the past eight months,
the country has fallen back eight years," Werlanow
laments.

Other oligarchs, however, can continue to sleep
soundly. Former parliamentarian Serhiy Leshchenko is a
member of the supervisory board of Ukrainian Railways
and described that companies of oligarch Akhmetov pay
prices for the transport of iron ore that are two and
a half times lower than in neighboring Poland and four
and a half times lower than in Slovakia. Each
transport of iron ore brings a hefty loss to the
railway.

However, attempts to change the system, which dates
back to Soviet times, and to raise prices have,
according to Leschtschenko, been blocked for years by
Akhmetov's allies in regulatory authorities,
parliament, and government. The money that billionaire
Akhmetov earns in Ukraine, one of the poorest
countries in Europe, he gladly invests abroad: 220
million dollars for an apartment near Hyde Park in
London, 200 million euros for a villa on the Côte
d'Azur. In December 2020, Akhmetov's 32-year-old son
Damir bought a villa on Lake Geneva for 60 million
Swiss francs, according to Leschtschenko's research.

Oligarch Kolomoisky helped Zelensky rise to the
presidency in 2019, partly through his media outlets.
The billionaire is at the center of several scandals.
The biggest: Kolomoisky and his business partner
Gennady Bogolyubov are said to have embezzled more
than five billion dollars from PrivatBank, which once
belonged to them. In Ukraine and other countries, the
nationalized PrivatBank at the end of 2016, detectives
from the anti-corruption bureau NABU, and the
financial agency Kroll collected boxfuls of evidence
for the billion-dollar fraud – which Kolomoisky and
Bogolyubov deny.
In London und Genf, auf Zypern,
in Israel und den USA hat die Privat Bank Kolomoiskij
und Bogoljubow verklagt. In den USA beschlagnahmten
US-Fahnder schon lange vor dem Sanktionsbeschluss des
US-Außenministers im Sommer 2020 Immobilien der
Oligarchen, die dem US-Justizministerium zufolge mit
unterschlagenen Millionen gekauft worden waren. In
Washington verkündete US-Außenminister Antony Blinken
am 5. März wegen Kolomoiskijs "Beteiligung an
bedeutender Korruption"
Sanktionen gegen den Oligarchen und nannte ihn wegen
seiner "gegenwärtigen und fortdauernden Versuche,
demokratische Prozesse und Institutionen der Ukraine
zu unterminieren", eine "ernsthafte Gefahr für die
Ukraine". In der Ukraine selbst aber läuft bis heute
kein einziger Strafprozess gegen Kolomoiskij und
Bogoljubow, gibt es keine Anklage, ja noch nicht
einmal die in der Ukraine zuvor
notwendige Verdachtsmitteilung.
In London and Geneva, in Cyprus, in Israel, and in the
USA, the private bank sued Kolomoiskij and Bogoljubow.
In the USA, American investigators had already seized
the oligarchs' properties long before the sanctions
decision by the US Secretary of State in summer 2020,
which according to the US Department of Justice had
been purchased with embezzled millions. In Washington,
US Secretary of State Antony Blinken announced
sanctions against the oligarch on March 5 due to
Kolomoiskij's 'involvement in significant corruption,'
calling him a 'serious threat to Ukraine' because of
his 'current and ongoing attempts to undermine
Ukraine's democratic processes and institutions.' In
Ukraine itself, however, to this day, not a single
criminal trial is underway against Kolomoiskij and
Bogoljubow, there is no indictment, not even the
previously required notice of suspicion in Ukraine.
President Zelensky has also contributed to the
standstill in the judiciary. At the beginning of his
term, the reformer Ruslan Ryaboshapka was appointed
Prosecutor General. At the beginning of 2020,
Ryaboshapka was on the verge of taking action against
Kolomoisky and Boholiubov – and was promptly fired by
Zelensky and the parliament. His successor was Iryna
Venediktova, who had previously worked in Zelensky's
campaign team.
As Prosecutor General, Venediktova made several
questionable decisions that, for example, prevent
investigations against high-ranking officials
suspected of corruption close to Zelensky. Prosecution
against Kolomoisky and Boholiubov is still not in
sight. On February 18, Venediktova claimed in
parliament that an investigation into the losses at
PrivatBank first needed to be conducted. In reality,
such investigations have existed for years. What makes
headlines is therefore not the action against the
oligarchs, but the president's birthday: Zelensky
celebrated it on January 29 in the apartment of a
close business partner of Kolomoisky. Contrary to
valid Corona regulations, with about 30 guests.
Zum Stillstand bei der Justiz

Selenskyj ist umso unglaublicher, weil sie von dem
Mann selbst geschrieben wurde. Bereits vor seiner
Wahl im Jahr 2019 hatte der ehemalige Komiker
bereits einen Probelauf als Präsident hinter sich,
in dem er die Hauptrolle in seiner eigenen
Comedyserie über einen einfachen Lehrer spielte, der
zum Präsidenten gewählt wird.

wurden aus keinem anderen Land mehr Politiker in den
Papers genannt als der Ukraine, mit doppelt so vielen
Amtsträgern wie das Land auf dem zweiten Platz –

41 million dollars that refuse to
disappear
In the case of Zelensky, it involves a network of
offshore companies in Belize, Cyprus, and the British
Virgin Islands, in which not only he is likely
involved (or was at one time), but also some key
figures in his presidential team and employees of his
production company Kvartal 95. Zelensky had declared
his involvement in only some of these companies during
his candidacy.
Also involved is the notorious oligarch Ihor
Kolomoisky, whose television channel aired Kvartal 95
programs. Ukrainian regulators believe that Kolomoisky
may have siphoned billions of dollars from PrivatBank.
He himself co-founded what is now Ukraine's largest
bank in the 1990s. He left the country after a gap of
5.5 billion dollars was discovered in the bank's books
and covered with taxpayer money, and only returned
when Zelensky became president.

vor, bloß eine Marionette Kolomojskjs zu sein, und
verwiesen auf nicht näher erläuterte Zahlungen von
insgesamt 41 Millionen Dollar von der PrivatBank an
sein Offshore-Netzwerk. Die ukrainische
Investigativseite Slidstvo.Info enthüllte, dass diese
Firmen dazu benutzt wurden, Luxusimmobilien im Zentrum

Some scenes from the series in which Zelensky played a
humble president, "Servant of the People" (Sluga
naroda), have now become ironically funny. In the

In den
Kiewer Medien wird heftig diskutiert, ob die Pandora
Papers eine zweite Amtszeit für Selenskyj unmöglich
machen, falls er sich für eine erneute Kandidatur
entschließt. Ihre Auswirkungen sind in den Umfragen
noch nicht zu erkennen. Aber beim letzten Stand Mitte
September waren 33 Prozent der Ukrainer bereit,
Selenskyj wiederzuwählen. Nur 16,8 Prozent wollten
Poroschenko wieder an die Macht bringen. Fazit: Es
gibt noch keine Kandidaten, die Selenskyj eine
realistische Bedrohung darstellen. Vielleicht außer

Sluga Naroda became the name of the party at the end
of 2018, for which Zelensky was now running for the

verschoben zu haben, um sie vor dem Zugriff der
ukrainischen Steuerbehörden zu schützen.
So sollen vor der Verstaatlichung auch 41
Mio. Dollar von der "PrivatBank" auf das
Konto von Selenskijs Produktionsfirma "Kwartal 95"
überwiesen worden sein. Die Überweisung erfolgte
über die zypriotische Filiale der "PrivatBank".
Diese Überweisung wurde als "contribution to
capital" gekennzeichnet und nicht als
Entgelt für eine Leistungserbringung. Somit war das
Unternehmen von Steuerzahlungen über diese Summe
befreit.
After moving to Kolomoisky's television channel

von Selenskij an Serhij Schefir überschrieben.
Diese Transaktion wird als Versuch Selenskijs
gedeutet, vor der Präsidentschaftswahl
veröffentlichungspflichtige Vermögenswerte zu
verschleiern. Serhij Schefir wurde am Tag nach
Selenskijs Wahl zum Chefberater des Präsidenten

On March 13, 2019, lawyer Yuriy Asarov notarized a
document regarding the transfer of the shares in
'Maltex' previously held by Zelensky and his wife
Olena to Serhiy Schefir's company. These were not
sold, but were transferred free of charge from
Zelensky to Serhiy Schefir. This transaction is
interpreted as Zelensky's attempt to conceal assets
that were required to be disclosed before the
presidential election. Serhiy Schefir was appointed

Nach Aussage von Schefir ist Selenskij nicht mehr

weiter Dividenden. Am 25.04.2019 beurkundete Jurij
Asarow ein Dokument mit dem Inhalt, dass "Maltex"
beabsichtige, weiter Dividenden an Selenskij bzw.
dessen Ehefrau zu zahlen, obwohl diese nicht mehr
Anteilseigner waren. In der Einkommensdeklaration
des Ehepaares für das Jahr 2020 wurden diese
Beteiligungen nicht angegeben, hier tauchen
lediglich Beteiligungen der Ehefrau an Unternehmen
auf Zypern, in Belize und Italien auf.

Kriegsrecht für die gesamte Ukraine am 24.2.2022.
In dieser ist es seit Wochen so, daß nicht nur
Millionen Oppositionelle machtlos und mundtot gemacht
wurden, Dutzende wurden bereits unter Diktator
Selenski ermordet. In der Ukraine regiert schon lange
ein Kriegsrat und zwar der militärisch-industrielle
Komplex. Selenski ist im Grunde genommen nur deren
Komiker und Kriegspräsident.
